Ministry of Gender Equality Receives More than Initial Budget

South Korea’s very own Ministry of Gender Equality and Family was established as soon as the late President Kim Dae-jung was sworn into the Blue House in February 1998. The Ministry, whose Korean name literally translates as the ‘Ministry of Women and Family,’ still has many questioning its role. Among other policies, it is more (in)famously known for introducing the menstruation leave. This week, it was announced the Ministry would receive 14 billion won [approx $13m] more than the government’s initial budget of 537.9 billion won [approx. $506m].

Budget of the Ministry of Gender Equality and Family reaches 537.9 billion won… 14 billion won more than the government proposal

After the National Assembly’s review, the budget of the Ministry of Gender Equality and Family for the new year has gone up 14 billion won from the one that the government initially planned.

The Ministry announced that the amount of expenses under the discretion has increased 88.6 billion won (19.7 percent) to 537.9 billion (budget: 302.6 billion, fund: 235.3 billion) from the last year’s expenses (449.3 billion).

14.03 billion won has been added to the amount that the government proposed, 523.9 billion.

The increase has taken place in the following categories: Child Care Support (5.8 billion), Surveillance on harmful media contents for minors (1.8 billion), Multicultural Family Support (1.2 billion), Education Programme for Sexual Violence Prevention and Gender Equality (1 billion for each), Cultural Centre for teenagers (1 billion).

An associate of the Ministry said, ‘Sexual violence on women and children has become a serious issue last year. The budget on the related categories seems to leap over the course of the parliamentary review.’

To take a close look at each category, it is expected to spend 66.6 billion won for Child Care Support, an increase of 23.1 billion won over last year’s 43.5 billion expenditure. The budget increase is due to the expansion of After School Child Care Service for elementary school children: they can now receive 720 hours of care per year rather than 480. The number of households benefiting from this service grew from 30,000 to 46,800.

The budget for supporting female and child victims of sexual violence and its prevention has gone up to 30.6 billion and 15.8 billion won, respectively, which is 5.8 billion and 6.7 billion won more than last year.

The Ministry also disclosed the fact that they are going to spend 48.7 billion won (compared to 33.2 billion in last year) for supporting single parents and 62.9 billion won (over last year’s 57.7 billion) for multicultural families.

I completely agree with the top comment. I think it would be more effective to get rid of the Ministry of Gender Equality and Family and use its funding to increase the defense budget. That money could allow for improving the benefits for soldiers and increase military salaries. A few women complain that life a woman’s life in South Korea is miserable…but I cannot agree with such comments….they have too much prejudice about men and are obsessed with them. Why is it that men are never supposed to cry and are so small-minded? Men have to be strong, men can never cross a woman. Men have to protect women. You’ve all heard such phrases before, right? You women might be casual about phrases like this but they make men feel vulnerable and stressed. And let’s be honest, who pays the bigger share when you go out on dates? Who is it that has to serve in the military in the only divided country in the world? Is it women, or is it men? You women have two years to enjoy while men are in the army. And who is it that pays for the bigger share of wedding costs? Who is responsible for buying your first house? How much do you contribute for the furniture?     That ministry has just too many roles on its plates including handling of immigrants which I think by the way, should have their own whole separate ministry to handle all the immigration issues. It’s absolutely ridiculous that a country of this size with so many foreign brides, foreign laborers, and a backlog of over 150,000 people waiting in line for naturalization, don’t even its own ministry of immigration. Multiculturalism should not be handled by such ministries, yet there are fragments of many programs that are being offered by various ministries – causing unnecessary waste in duplicated social programs. This ministry should only be handling issues involving equality of women, and nothing else.

      Agreed with that. You know what would be nice? Instead of them coming up with more laws how about they start actually enforcing the ones they have already? Like I dunno how women are pressured or bullied into leaving work once they get pregnant because paid maternity leave is unheard of to many managers. And menustration day is a) sexist and offensive b) not one single woman korean or expat that I worked with would have ever dared to take the day off because they would of been fired because yet again another law that isn’t enforced.

And with as much US military presence in SK protecting SK from the north why do they need to give more $ to their own military when US taxpayers are already giving boatloads to their defense?

      Out of 29,000 US troops in South Korea, there are only about 3000 combat ready soldiers. Despite the claims that the US soldiers are single handedly facing the North Koreans, the vast majority of US troops in South Korea are support troops. If any problem comes along, it will be up to the South Korean boys who will fight and who will mostly die in the first two weeks of the war, until the reinforcements arrive from the US bases in the Pacific. Anyway, 2015 is the war time command being turned over to South Korea, US expects South Korea to increase the defense spending to meet the requirements of the command change. I don’t look at it as US taxpayers giving charity to South Korean defense. If you look the US study recently done on this, the US military is saving boatloads of US taxpayer money by having military installations in South Korea, instead of in the mainland. South Korea pays for almost half of US military costs in South Korea, as well as being the best customer in Asia, for buying US weapons systems adding up to billions each year. I don’t buy the premises the US gets nothing from stationing troops in Korea. Otherwise, the US would have left Korea long long time ago.

          Well, the 2015 wartime command change over which was started in 2006, was supposed to have allowed the US to draw down from Korea gradually. But that’s not going to happen it seems, with the US too busy trying to counter the rise of China in Asia, and the US military having real difficult time negotiating with the Japanese, particularly over Okinawa. There is absolutely nothing that stops the US from continuing the draw down, like they did from 2003 to 2006, and leave token troops in Korea. Nothing. Americans don’t need any permission from Koreans.

            And that’s why I said it ain’t going to happen. The move out of Yongsan, and to Pyeongtaek base was decided during the Roh Moo Hyun government’s days. Since then, everything has changed. There’s no way the US military will leave Korea voluntarily. In fact, the US military has done the opposite and has added more troops by adding new helicopter squadrons and more equipment to beef up the defenses. They really didn’t have to, because there were no requests from Seoul for more US troops. US had the chance to draw down gradually without much noise. They did that when they decreased the troop level in Korea, going from 38,000 troops to 28,000 – a decrease of 10,000 in just couple of years in the mid-2000′s. The US could leave a token troop level, few squadrons of fighter jets, and withdraw most of the troops, but still fulfill the defense treaty between Korea and the US. But the US won’t, because they don’t want to, and they need Korea on their side to build an Asian coalition against China.

        I work at a university (in Korea), and I get “Excused Absence for Reason of Menstration” from a few students in every class once a month (there’s a strong correlation between how good a student is and how often that form is submitted, if at all). Some of my colleagues (Korean and foreign) refuse to accept them, but it is university policy to excuse students’ absences if they submit that form.

        Hey ty for sharing! Yeah the exact same thing happened to me when I was pregnant and working in korea I.e I was asked to resign/ fired because I was pregnant. My manager said “You broke your contract by getting pregnant because you have to leave early” and I said ” No I didn’t, legally you’re suppose to give me 30 days paid maternity leave but you don’t want to and so you are the one breaking my contract early, hell ill even stay a month on longer to make up for the days I was gone” but when I said that my managers face got all red and big and said “of course we aren’t going to pay you for maternity leave!” Even though its in their laws to do so the idea of doing it was just clearly unimaginable. The ironic part is that it actually cost them more money to fire me early then it would of just to have paid me maternity leave, because I was a very popular teacher, parents and their kids liked me a lot and when I left, so did 8 students and the school lost several thousands. They also fired a korean manager who was pregnant even though she had done a great job, had a great reputation with the teachers and students, worked hard, and did everything they asked of her but when she got pregnant they fired her. All the koreans they hired were all asked if they had a) a baby b) married c) a bf they were planning to married and they had any of those then they wouldn’t be hired which was why all the korean managers were women in their late 30′s + who had no boyfriend, never been married and didn’t plan on marrying. One manager we had was like 50 yrs old spinster and she told me once that she was grateful to be hired because korean companies don’t hire people as old as her…….yeah there was a lot of messed upness that I’m glad I’m not apart of anymore.

            Yes technically but realistically it happens. I was told the gender of my baby even though it was technically against hospital policy. Abortions still happen too. I was in the dr office and a teenager was heavily pregnant and crying but the dr told her it was too late to abort the baby, she was too far along. Her and her mom came in looking to terminate.

          I can understand complaints from men in more equal opportunity countries, when their wife does not work and they do, but not in a country where the career cards are so heavily stacked in their favor.

    Korea actually already spends a larger proportion of its budget on defence than the OECD average. The OECD average is 3.8% on defence, whereas South Korea spends 8.9%. Compare this to the UK, which has a rock solid military and the additional expense of nuclear weapons, but still only spends 6%.

    Korea is way behind on social protection, which this ministry would fall under, spending only 12.4%. Meanwhile the OECD average is 33.5%, and continuing the earlier comparison, the UK spends 28%.

    Some of these figures are a couple of years old now, but I don’t know if there has been such a radical change anyway. Chucky will have to confirm or deny that since he’s likely to know.

      Off top of my head, SK’s defense budget is around 2.7%. Where are you
      even getting this crazy number of 8.9%? And also, you are not even
      aware of the new 2013 budget which just passed few days ago, which has
      allotted 30% of the national budget on social welfare, which makes South
      Korea’s social welfare spending in percentage to its GDP, much higher
      than the US and Canada (which are about 14% and 18% respectively),
      Britain, and even higher than Norway, Sweden, and only second or third
      only behind France. Your mistake is to be looking at the 2009 numbers, when in fact, South Korea’s welfare spending since that time, has been the fastest spender on welfare budget in the world, quickly outstripping every country.

        Shit, they even cut defense spending to boost welfare to record levels. This at a time when North Korea is throwing missiles around and testing nuclear weapons. Think it, third of the entire budget is for handing out donations, yet Korean military would be lucky to get even 2.5% of the budget.

    Korean men are expected to work like dogs until they drop dead, while their wives are expected to stay home, have one kid (and in some cases, none), do house chores, control the household finances, and then gossip with their friends while sipping latte.

    The traditional male-female gender roles are clearly defined in South Korea. If women of Korea really wanted true equality, they can have it by getting out there and fighting for it. No-one stops them from fighting for their pie. South Korea is not like Middle East where the law suppresses their individual freedom. But you know what? They don’t. Because the statistics show that far more Korean women are happy with their lives than Korean men. The Korean women deserve the status quo, because that’s what they want.

Different women, different cultures, different views on what a womans role is. Most western women work even after having children and marrying. Hey maybe marry a nordic woman, the nordic countries are ranked as one of the best places to live in terms of quality of life or a french girl, the french get lots of time off from work to relax and vacation.             Because a) she said it wasn’t and I believe her. She admitted to plastic surgery on her eyes and teeth but swore to god her nose was real and I belive her about that because b) I’ve seen a lot of fake korean noses and hers doesn’t look like them, the fake plastic noses look too pointed and straight and the same as every other plastic nose but hers doesn’t look like them at all. Like Han Ga In is natural too and has a similar nose. They’re just lucky women with pretty features.

Ofc, cosmetic docs advertise with the most they could do to show off their skills.             I think it’s hard to know the ‘natural’ skin color just by looking at a picture like that. There are many Korean or Asian babies and kids who have pale skin. Not pasty pale but very light.

            Well I said it was a bad picture with low lighting and the other a good picture with good lighting and probably photoshopped. Heck in some light even I look dark and I’m pretty pasty white. I’ve seen naturally light skinned koreans too, my neice is 2 and she is light skinned though all asians do have a yellow tint to their skin where as whites have more pink (not always, some have a yellow under base). Eh who cares its just a skin color. I tried some whitening creams once in Korea for 2 weeks, I had to stop because they were making me so pale and bleached looking I started to get asked if I was sickly…..they don’t work too well on naturally pale people but are pretty good at dark pigmentation spots caused by acne or sun damage or freckles.

            What personally pisses me off with everyone thinking high and mighty of Jolie’s lips is that… I don’t see or hear many other people (mainly non-black people) going on and on about famous black actresses and having attractive lips. Black people have been criticized for having wide noses and big lips the most (aside from the obvious… being darker) and yet Angelina comes along and all of a sudden, big lips are sexy/luscious.       Korean women live like that because they are raised to be that way. If you want men to stop working like dogs until they die, maybe let a married Korean woman have a job – maybe even let a Korean woman have a job that involves more than looking pretty and pouring a cup of coffee.

      As for motherhood – raising a young child takes MORE hours than a full time job, and if you have two.. that’s worse. Also, they aren’t sitting on their asses all day because housework is not easy on top of having a child.         You keep bringing up Korean women pouring coffee in the office jobs. They can’t be pouring coffee the whole 8 hours of work, that’s a really easy job if she gets paid a hefty salary for it. You always seem to paint a bleak and very dreary picture of Korea for women .. and you’re moving back over to that hellhole when?

        Oh and you know they elected the first woman president .. I don’t think she’s going to be pouring coffee for no one .. maybe young Korean girls can use her as a role model ,,

          Yeah but DK what she is saying is that once a woman has a child she is expected to not work. The new president has no husband and no baby which is why she has gotten as far as she has, she knew if she wanted to get her goal of being president she couldn’t have a family because society would of expected her to be a stay at home mom instead of pursuing her goals. But how many ex korean presidents were men and had a wife and child? All of them. To be hired at my employment in korea a korean woman wasn’t allowed to have a family and was asked if she did during interviews. Its like that pretty much everywhere. Women with families have a difficult time maintaining and acquiring employment.

            I see *sigh* well its hard being optimistic with an outlook like that.. with the low birthrate I thought things were changing because they have to .. I thought there’s daycare at some offices .. and secretary work might be demeaning to you but at least its gainful employment .. having a job is better than no job ..

            Lee Jeong Hee, Jasmine Lee, Han Myung Sook, Lim Soo Gyung, Jeon Yeo-Ok, Kang Geum Shil, the list of women politicians go on and on. Heck the entire elections were covered with influential women who were making headlines. Did they all pour coffee like Park Geun Hye did? If you step outside of the Dave’s ESL Cafe chat for a moment, and actually read the Korean news for a change you would know that last year, two of the main parties were opposed by two women leaders – which was unprecedented.

            Chucky I never ever go to Daves ESL cafe, like I’ve literally never been to that site though I know it exist. I try to read korean news sites but my husband has a short patience for translating for me. And the pouring coffee analogy wasn’t my comment, it was ggoma’s (you replied to the wrong person). And I just looked up how many korean women have been in politics, a total of 7 is what I found while there has been 124 women in the usa to hold political office and some of those offices are high ranked like Speaker of the house Nancy Pelosi.

            Yeah except one of those parties was small and had no chance of winning and all other candidates were male.

            An just because we are criticizing Korean gender equality it doesn’t mean we are foolish enough to think that America is the shining example of that.

            The rate of women participation in politics in South Korea is 15%. Granted, that’s still low compared to some other countries, but consider the fact that it was around 5% around six years ago. Currently, there’s a big push by the women into politics, and the country’s prime minister was a woman, Han Myung Sook before she stepped down to run for the Seoul mayor’s position.

            You know what I realized .. thats when you gotta use the halmoni card .. most Korean families have the grandmother move in with them and raise the child while both parents go to work .. I was pretty much raised by my grandma, from when I was a baby to going to grandma’s house every summer .. and thats what u gotta do too Kate .. is your mother in law going to move in with you when you move to Korea? Gotta juice that halmoni card thats what my sister is doing and even bought my mom a car for helping out with the kids .. I babysit sometimes too and more often than not the grandma is more than willing to help ..thats when the traditional Korean family system works ..

          Maybe you have never worked in a job in Korea, but the coffee thing is just a reflection of the menial kinds of things they do. If you count secretary work as a difficult job, perhaps you don’t know what secretary work involves. Korean women are asked to support men in their jobs and are not really involved in any decision making. So, yeah, it’s a bit like pouring coffee all day figuratively, even if they have a middle management job, they don’t get the same respect or responsibilities as a man would get in that position.

          Korea has a distinct possibility of growing. Considering how far they have come in 60 years, I have faith that Korea will be better once these issues are brought to attention – and especially now that a lot of the younger generations are studying abroad and seeing what it’s like for women elsewhere. I feel that once the older generation is no longer in power, things will become more open.

          Park Geun Hye cares nothing about women’s rights and look – she’s still single and has no children. Why else do you think she even had a shot of being elected? Also, she was elected on the basis of her father’s reputation and if her father hadn’t been who he was she would never have been able to dream of running.

        I agree with you on how married women with babies are treated because I experienced and saw the level of prejudice first hand. Its like the concept of a woman with a child being able to work is just impossible and you know I would expect some husbands to ask their wife not to work but it isn’t just husbands, its a collective attitude that expects women to give up any career goals to be a stay at home mom, its like “its ok to play career lady for a bit.but you have to stop and grow up when you get married and have a baby!” Which is one of the reasons it sucks to be a single mum in Korea. They have to work and raise a child alone while being villianfied as horrible, easy women. ::sigh::

      It’s also worth mentioning the cognitive dissonance behind the issue no-one can talk about in Korea: conscription. The constitution promises no-one will be discriminated against on the basis of sex, race or religion – unless you have a penis, in which case you have to do your military service.

        Oh bs, Korea has the laws but in reality they aren’t enforced because the prejudices against women in Korean society is still going strong. Its one thing to say do it but to actually do it is another story. Hell I didn’t even see regular traffic laws enforced, let alone worker, foreigner, or women rights.

      I know many well educated Korean women who refuse to get married because they know that after getting married and having a child no one will employ them. One of my friends – she has a PhD – actually did get married and had a child because her parents wanted her to. She had a really good job (when she got it she told me that it was a dream come true) and wanted to return to her position after maternity leave but they wouldn’t take her back because she was now a mother. Besides that she told me that there are no day care centers in Korea were they would take care of her baby while she is at work. She seriously wants to work, there is just no way. She’s really depressed about the situation. So please don’t say that every woman in Korea wants to sit at home and sip coffee – maybe women with little intellect do but really intelligent women go crazy while doing undemanding household tasks like cooking and changing diapers. And it hurts me very much to see my friend struggle – and many other women like her. Of course I also now women who can’t wait to get married because it’s either their dream or they’re sick of not getting promoted while much younger and less experienced men do. There are lots of different kinds of women in Korea so don’t oversimplify things by tarring every single one of them with the same brush. Personally, I always thought that everyone would be much happier if both parents worked and spend time with their kids – that way nobody had to work too much or too little. I think it’s absurd and not fair to let the men work until late into the night so that they almost never see their kids and feel disconnected from their family and like a cash cow. But blaming only the Korean women for that problem isn’t going to help – Korean men who don’t fit into the stereotype and, for example, take maternity leave are still subject to many prejudices. So they may not want to live differently than the rest. They also may not want to change the status quo.

    “Equality’ is only ever brought up when a woman feels slighted. Korean woman, like Chinese women, only care about money/social status when choosing a victim (husband). Their goal is to keep/increase themselves socially and economically.
